None of this context exists in a single system. None of it can be retrieved with a simple query. It must be compiled — assembled from multiple sources, validated against the current state of each system, scoped to the specific decision at hand, and delivered to the authority layer in a format it can evaluate.

Without this compilation step, the authority layer operates on incomplete information. It might approve a payment that violates a contract term it did not know about. It might block a payment that was already pre-approved in a workflow it could not see. It might escalate a routine transaction because it lacked the context to recognize it as routine.

The first failure mode: An authority layer that enforces rules against incomplete context makes confident but wrong decisions. This is worse than no authority at all, because it creates a false sense of governance.

The agent has consumed tokens, elapsed time, and reasoning capacity on a path that was never going to be authorized. With two gates, unauthorized paths are pruned early.

But authority, even dual-gate authority, solves only the enforcement problem. Three problems remain.

This is the problem the authority conversation almost entirely ignores, and it is the one that matters most for enterprise production.

An authority layer without memory is stateless enforcement. Every decision is evaluated from scratch. The system does not know what happened last time. It cannot reference precedent. It cannot detect patterns across decisions. It cannot learn.

In enterprise operations, memory is not optional. It is constitutive. Consider:

Autonomous agents will not be made production-safe by a single authority layer. They will be made production-safe by a complete set of primitives — context, authority, memory, and feedback — that together make autonomous execution trustworthy, explainable, and improvable.
