Sovereignty assessment

The Context OS for Agentic Intelligence
Sovereign AI
Run AI agents on your own infrastructure, in your own jurisdiction, under policies you define. Context OS keeps every decision, and the record of why it was made, inside your borders.
Decisions, policy checks and audit records stay inside your borders.

What is sovereign AI?
Sovereign AI is the ability of a country or organization to build, run and govern AI with its own infrastructure, data, models and talent, under its own laws, rather than renting intelligence from a foreign provider.
Data residency alone isn't enough. You can keep data in-country and still not have sovereign AI if a foreign model processes it, or if the keys, the operators or the audit trail sit with someone else.
Courts and regulators hold the organization that deploys AI responsible for bias and wrong answers.
Critical services can't depend on a provider who could cut access during a dispute or a geopolitical shock.
Compute spend, skills and the value created from national data stay in the domestic economy.
Models tuned to local languages, laws and norms instead of default foreign datasets, ensuring greater accuracy.
What we deliver
Not every workload needs full sovereignty. The right ones do. Pick one high-value sensitive workload, prove it on a sovereign stack, then extend.
Map your data flows, model dependencies and regulatory duties, then design the target architecture.
Deploy Context OS and your chosen models on-prem or in a sovereign cloud, connected to your systems.
An internal assistant where several models cross-check each answer, grounded in your own documents.
Agents for citizen services, operations and finance, with governed agentic actions under local policy.
Controls mapped to your regulations, with decision traces ready for regulators.
Managed operations by in-region teams, and training so your people can run the platform themselves.
The five layers of sovereignty
Most offerings cover the first two layers. ElixirData covers all five, including the decisions themselves: your policies enforced before every agent action, with decision traces kept in-country.
Stored, processed and backed up in-region, with tenant isolation, controlled access and clear data residency policies.
Deployed in your own data centre, a local sovereign cloud, or your private VPC, with control over access and security.
Open and private models you host and choose, never trained on your data without consent.
Your keys and administrators decide who can patch, pause or shut down the system. No outside kill switch.
Your policies are checked before every agent action, and every decision trace stays in-country.
What's different
Where the data is processed, who holds the keys, and what record a regulator can read.
| Public AI service | ElixirData approach | |
|---|---|---|
| Where data is processed | Provider's chosen regions | Your country, your data centre or VPC |
| Models | Provider's models, provider's update schedule | Models you choose and host |
| Keys and admins | Held by the provider | Held by you |
| Decision record | Usage logs | Decision traces in-country, ready for regulators |

FAQ
Straight answers on data residency, model choice, deployment and what a regulator can see.
No. Residency covers where data sits. Sovereignty also covers who runs the models, holds the keys, operates the system and keeps the decision record.
Yes. You choose and host the models; they are never trained on your data without consent.
On-prem, in a local sovereign cloud, or in your private VPC.
Only your administrators, with your keys. There is no outside kill switch.
A decision trace for every agent action: inputs, policy applied and approver, kept in-country.
We map your data flows, model dependencies and regulatory duties, then design a sovereign target architecture.
